Chuck Gibson Candidate Statement Successful Boards have a common characteristic, they know when to seek a fresh perspective, and that is why I have been retained by some of America's largest boards and utilities to help improve productivity and efficiency. During my 35 year career as a manager and advisor to public and private enterprise, I have evaluated the financial and operational aspects of contracts, leases and large scale capital improvements. Today, more than ever, Santa Margarita Water District needs a fresh perspective. I pledge all my experience and resources to provide the District and you, the ratepayers, the perspective and experience needed to make the important decisions necessary for safe, reliable and affordable water supply, and wastewater services. Throughout my career I have been instrumental in building partnerships between experienced, reliable businesses and public agencies to deliver cost effective services. I have advised a variety of utilities including water agencies providing cost-benefit analysis of public private partnerships and alternative operational arrangements. My extensive lifelong volunteer and professional involvements have been best categorized by those who know me as `a voice of reason'. I've been known to bring a unique viewpoint to various community and business issues, and always with the intent to solve problems with an optimum result for all concerned. I've led initiatives to improve local governmental planning and finances through my work with a variety of regional, county and local organizations; among these are regional and city water agencies, utilities and the County of Orange. In South Orange County, I founded civic organizations like Ladera Ranch Civic Council and a transportation and traffic safety group. I have served as a director on boards including the environmental and land use organization, Ladera Hope; and I am currently president of a homeowners association. I've been the recipient of many community recognitions including the Ladera Ranch Golden Eagle award and Man of the Year Award, both of which I am very proud. My educational background includes a BA in Political Science, a Masters in Public Administration from UCLA and a community college instructor's credential. I'm committed to South Orange County and believe "It's not what you know in your mind, it's what you know in your heart". My experience and skills as a businessman, public servant and management consultant prepares me to address the complex issues facing our water district. With humility and respect, I ask for your vote. |
