Candidate for Governing Board Member; Quartz Hill Water District

The reason I would make a good candidate is my knowledge in the water industry and specifically AV Water Issues
My passion is water. I have spent, professionally, over 26 years in the water industry with various job duties that has afforded me the opportunity of a well-rounded understanding of current and future water related issues. Many issues face the Antelope Valley but none more significant than ensuring long-term water reliability for our community. The current water conservation restrictions mandated by the State of California has impacted all rate payers from every corner of the State and will continue into the future. Without a very wet winter in the North, to provide deep snowpack, each water agency will need to continue making difficult choices which may be unfavorable, but necessary, to meet water demands and any new drought restrictions mandated by the State.

Additionally, the Antelope Valley Adjudication trial has entered phase 4 with a possible settlement within the next year. This lawsuit has been going on now for 9+ years with all water agencies, farmers, and small pumpers deliberating on how to ensure that each vested entity be provided the ability to safely and fairly use the finite groundwater supply for their needs. Once each individuals removal yield has been set, a reduction in water withdraw is to be expected from each entities current pumping rate.

This will require agencies like Quartz Hill Water District (QHWD) to partner on potential groundwater banking projects to store excess water in wet years to balance the dry years. This is something that QHWD has done minimally through its partnership with AVEK but needs to work harder on, as new opportunities present themselves. This alone will require a Director for QHWD to understand both the cost requirements, as well as, knowledge of water related statutes to work within these new found guidelines.
