Questionable Business PracticeCurrent Town Council focus on maintaining an excessive Budget Reserve of 40% ($11MM) versus the 20% norm published by the much respected California Society of Municipal Finance Officers severely limits important investments in the community. Only 4% of cities with an operating budget similar to Danville have a reserve approaching 40%. Obviously the Town Council has no confidence in their fiscal abilities by grouping Danville with the bottom 4%. Danville needs to enter the 21st century of financial planning. The Town Council prides itself on operating with a so-called balanced budget, from my background in managing multi-million dollar corporate budgets, it does not take any expertise to manage a budget with a 40% reserve. How I would address Act fiscally smart. Adhere to a guideline of a 20% budget reserve. This excess $5.5MM will more than compensate for unwanted ABAG dollars or can be used to immediately stimulate small businesses that are suffering through the Danville Hotel Improvement Plan. Danville must invest in new initiatives that improve the community today. |
