Biography on Carol Timm

I was born and raised in the southern part of the United States. My education included attending almost three years of boarding school at Harrison Chilhowee Baptist Academy in Seymour, Tennessee and graduating from Lexington High School in Lexington, South Carolina. Having attained two degrees from the University of South Carolina, and a Bachelors Degree in General Studies, an Associate Degree in Child Development, I went on to acquire three teaching credentials and taught for over thirty years in Christian Schools throughout southern California, many located in Upland.

Since moving to Upland, California over 29 years ago, I have been active serving in the community. I started Upland Heritage with a group of pro-active preservationists over 23 years ago. We worked to change the zoning of areas back to single family to save historic homes from demolition and improve the crime-ridden areas in the southeast quadrant. I have served as president and CEO of this group for over 20 years. During this time accomplishments include nominating Upland to its current status as an official California Main Street, planning over twelve successful home tours, coordinating fund-raising events such as the 50th Anniversary D-day celebration, three Victorian Balls, a Titanic Event, and Western Day in the Park, wrote many quarterly newsletters, and educational materials. In addition, I co-wrote a grant for a historic structure and this year co-authored a book on Historic Preservation in Upland. As a leader of Upland Heritage we have fundraised and given over $100,000 in matching grants to Upland and it has generated over a quarter of a million dollars into the city of Upland. These areas have greatly improved neighborhoods through these preservation efforts. I joined the Inland Empire Preservation Coalition to promote preservation throughout the Inland Empire.

Joining the Upland Planning Commission over 14 years ago has given me a broader understanding of all facets of the city with its challenges and opportunities. I was able to expand my horizons and work diligently with the whole city. Having served as Chair of the Planning Commission and as a current commissioner, we have structured in-fill ordinances, planned Colonies at San Antonio Master Community, Upland Crossings Planned Community, and Parkview Specific Plan, historic ordinances, Upland Downtown Specific Plan, just to name a few. My 14 year experience as a Planning Commissioner gives me the important knowledge to be able to lead at the City Council level.

Since 1998, I have been on the Historic Commission as well. The Historic Commission and Upland Heritage jointly updated the historic survey, Upland Historic Ordinances, led in the formation of nine local historic districts, and placed Euclid Avenue on the National Register of Historic Places.

Upland has the only private airport in the country. I have been serving on the Airport Land Use Committee for 14 years promoting our airport and deciding proper land use around the airport.

Another integral part of my life is my husband of 36 years, Dr. Larry Timm, a college professor. We have one daughter that we raised in Upland. Our daughter Monique is a successful Marriage and Family therapist.

Church and faith are important to my life at Pomona First Baptist Church. Serving on the Board of Directors of Christian Education and the choir are cherished details of my life at Claremont First Baptist Church.

I believe in free enterprise, local control of government, a balanced budget, and have worked at private schools most of my teaching career. I am a strong supporter of education. I am in favor of the right of collective bargaining, and oppose project labor agreements. I am opposed to Medical Marijuana Dispensaries in our city.

I believe that Upland needs to bring back its reputation as the city of gracious living. To accomplish that goal, we must stay within our budgetary means, maintain public services, promote economic growth, and bring back jobs. I want the opportunity to help City Council earn back the trust of the people through transparency, honesty and more accountability. Feeling passionately that with my experienced insight into our government, my integrity and vision for the future will restore Upland back to its roots.
