Balancing the City Budget

We must live within our means. My top funding priorities are health and education.
Police, Fire and MTA have historically received top funding priorities. The State of California is not funding the City as it should. The Health Dept. was hit the hardest. Costs can be reduces for police by not pursuing prostitution arrests and using prostitutes as informants against drug crimes. Recreation and Parks costs can be reduced by renting out club houses and having non-violent offenders doing community service pick up litter in the park. We can add a fossil fuel pumping fee to the cost of gasoline when the economy performs at 3.5% or so and contribute that fee to MTA thereby increasing Muni ridership. I propose reducing the mayor's salary by 15% and the salary of Supervisors by 10%. Save additional health care costs related to the indigent and uninsured by keeping St. Luke's Hospital open and staffed at current capacity. Consolidate agencies and departments thereby reducing the number of administrators and enhancing communications.
