Statement of Qualifications and Position Summary

Candidate for Board Member; Alameda County Water District

My background and experience in water quality issues will help Alameda County Water District achieve its goal of providing environmentally responsible, healthful, cost-effective water supplies for the Tri-City area.
For the past fourteen years, I have been dedicated to preserving and improving water quality in the Bay Area through my profession and my service on the Alameda County Water District Board of Directors. I graduated from the University of California, Berkeley with a degree in Chemical Engineering. I am a Registered Professional Engineer, a member of the California Groundwater Resources Association, Chinese American Environmental Protection Association, and Citizens for a Better Community. From 1993 through 2006, I worked as a water quality engineer with the California Regional Water Quality Control Board, San Francisco Bay Region. I recently joined the US Environmental Protection Agency as a project manager overseeing cleanup of military bases. During my tenure as a member of the Alameda County Water District Board of Directors, I worked to develop and implement a comprehensive long-range plan to assure a safe, healthy, reliable, cost-effective, high-quality water supply for our community. Under my leadership, ACWD secured over $3 million in grant funding to improve fish passage in Alameda Creek and to secure additional water supplies through the expansion of our state of the art Newark Desalination Facility. ACWD is known as an innovative, efficient, and effective water agency, and has met the above goals, providing high-quality water at below average prices. This enviable position is due to good long-term planning and excellent staff.

Currently, there are four important issues that are facing ACWD. They are: (1) Seismic retrofit of the Hetch Hetchy system; (2) Rebuilding of our Delta Levees; (3) Alameda Creek Fishery Restoration and (4) Security. Regarding Hetch Hetchy, although the environmental reviews and public meetings have commenced for the Hetch Hetchy project, the work for ACWD is just starting. ACWD needs to be vigilant and participate in the decision making process to insure that repairs to the Hetch Hetchy system are performed correctly and on schedule. On the issue of the Delta Levees, 40% of ACWD's water comes from the Delta. A failure of the Delta Levees has the potential to contaminate this important water source for the foreseeable future. It is imperative that ACWD works along with other impacted water agencies and our local political representatives to ensure that the Delta Levees will be repaired on time and an overall Delta Management Plan will be developed with the water agencies as stake holders. With respect to Alameda Creek Fishery Restoration, ACWD should continue to participate in the Alameda Creek Restoration Workgroup, and solicit more grants to make full restoration a reality. Finally, a topic on everyone's mind, security. ACWD will continue to be vigilant. We have upgraded our security protocols and equipment at our facilities and will continue to monitor the situation. The safety of our water supply is my top priority.

The future protection of our water supplies is the cornerstone of my work on the Board. If elected, I will continue to do my best to protect and improve water quality and insure a reliable future water supply at reasonable cost.
