Occidental needs water rates that encourage people to use less water.The present water rates generate about 70% of funds from service charges and 30% from water charges. This leads to the smallest users paying many more times per gallon than the largest users and doesn't reward less usage; it actually penalizes it. I believe that change should start soon and be gradual. A good start would be to change the recent 4.8% increase in the monthly service charge to no increase in service charge and the 4.8% increase totally from water usage. Then I believe the Board should explore different scenarios to come into line with more conservation-encouraging pricing. The changes should be well considered and gradual because nobody wants to hurt Occidental's keystone restaurants. |
