Educator and community activist, Ms. Sylvia Scott-Hayes first elected to the Los Angeles Community College District Board of Trustees in 1999. Ms. Scott-Hayes has the distinction of being in Board leadership positions for five of her seven years in office. She has served twice as President of the Board of Trustees, and three terms as Vice President. She was the first Latina to serve as President of the Los Angeles Community College District in its 32- year history. She is currently serving as 2006-2007 Vice President of the Board.
- Under her terms as President, the Board adopted a nationally recognized environmental sustainability building policy for which the Board received the prestigious Green Cross Millennium Award from Global Green USA, in recognition of its leadership in launching an extensive program to transform the nine Los Angeles community colleges into energy-efficient, sustainable campuses.
- The board also adopted an ambitious Project Labor Agreement for the District's two bond measures.
- Under her leadership the Board placed increased focus on student retention and success, and led to the District establishing a program of Leadership development for LACCD staff, administrators and faculty.
- The District embarked on the development of a Strategic Master Plan, and launched a Student Success Initiative. As Chair of the Board's Accreditation and Student Success Committee, the Board has been an active participant in the academic accreditation process to ensure colleges address WASC recommendations needed for improvement and for continued college accreditation.
- In July 2006, The Dolores Huerta Educational Labor Studies Institute was launched. This innovative institute is funded by LACCD and 11 founding labor unions and its focus will be to bring together faculty from across the nine campuses to formulate and develop new curriculum for students on labor issues and history. Ms. Scott-Hayes strongly believes the sharing of research and information will allow students to leave LACCD colleges well-informed and better prepared for the workforce of the future.
- She has been an educator at the university level, which include Director of the University Testing Center at California State University, Los Angeles, where she was responsible for the management and administration of assessment, placement and professional school examinations.
- She has served in positions such as Associate Director of a University Writing Center, Director of a Learning Resources Program. She has expertise in developing and establishing successful student support programs to increase student retention. Her teaching experience is focused in assisting students develop college-level research and writing skills.
- Ms. Scott-Hayes is a staunch proponent of mentoring and has served as mentor for several programs and projects such as the Pat Brown Institute Gang Youth Violence Bridging Project, where she actively worked with students who were former gang members and with the Scholar Athlete Program where she worked closely with student athletes to maintain good academic standing. She was actively involved in the development of the Young Women at Risk Violence Intervention Program, a joint pilot program through the City of Los Angeles Commission on the Status of Women and the Los Angeles County Probation Department, aimed at addressing teen violence and developing linkages to mentoring programs.
- She currently serves on the California Educational Facilities Authority as an appointee of Governor Davis, the Los Angeles County Judicial Procedures Commission as an appointee of Supervisor Gloria Molina. Ms. Scott-Hayes has also served on the Los Angeles County Commission on Human Relations, Board of Directors of the Friends of the Los Angeles City Commission on the Status of Women and is past-president of the Los Angeles Women's Appointment Collaboration.

- An active participant in the community, Ms. Scott-Hayes has received many community service awards. The Hispanic Scholarship Fund honored her for her steadfast mission to increase the number of students transferring to four-year institutions by establishing a scholarship in her name.
- She has received the Community Service Award from the National Chicano Health Organization; Outstanding Service Award from the Hispanic Women's Health Organization; Visionary Leadership Award from the Los Angeles Women's Appointment Collaboration, and Outstanding Women Award of California State University, Los Angeles
- Ms. Scott-Hayes received a B.A. degree in Sociology and an M.A. degree in Urban Education from California State University, Los Angeles.
Sylvia Scott-Hayes has vowed to continue to be a strong advocate for all employees of the LACCD and work hard to improve training, evaluation and leadership opportunities for staff, faculty, and administrators. She is committed to students and will hold colleges accountable for providing high quality career training opportunities, and increasing the numbers of students who transfer to 4-year institutions. She will continue keen oversight of expenditures of Prop A and AA bond monies to ensure all funds are being spent correctly.
