The fiscal department, the legal department and the engineering department should report directly to the Board and not to the Chief Executive Officer as it is done now. This will enable the Water Board to have much better control of District operations.
Previously, the fiscal, legal and engineering departments reported to the Board directly. This forced departments to justify their needs and expenses directly to the Water Board and the Board then was forced to better understand issues invoved in District operations. This direct involvement helped the Water Board to have better control on spending of public funds and tax revenues. It is time that the Board of Directors to reclaim the authority that it previously relinquished to the Chief Executive Officer (General Manager).
