Proliferating bureaucracy at the District is eating away our valuable tax dollars. It is the time to make the District more cost conscious and cost effective.
The Water District has essentially become the Waste District. Proliferating bureaucracy is eating away our valuable tax dollars. In 1993-94 employee salaries were approximately 30 million dollars; in 2005-06, they were at 80 million dollars - nearly triple in twelve years, although the District has not added any major facilities since 1987. The number of employees in 1987 were less than 500; in 2005-06, the number was over 850 employees. The District staff grows whether there is a need or not. Today, even with all the techonological advances, District productivity has gone down. There are many redundant management positions that can be eliminated and the money saved can be used in real projects.
