Vincent R. EARLAND Sr., was born in Philadelphia, Pennsylvania (City of Brotherly Love), September 3, 1942. Unto Agnes T.Vince speaking to a crowd Williams, mother, of Fayetteville, North Carolina and father, Charles P. EARLAND of Philadelphia, Pennsylvania. Vincent was the second son of six (6) children, and was raised with two (2) stepbrothers, and one (1) stepsister. Being from a large family, during difficult times in America, we were taught to respect others, their values, and their way of life. His mother, deceased in 1995 worked as a Medical Assistant and Receptionist at a local doctors office in Philadelphia. His father, deceased in 1997, worked for McKinney Drilling as a Kasson Worker, building foundations for Sky Scrapers and other large construction projects. The family members attended Saint James, AME Zion Methodist Church of South Philadelphia, Pa.

Vince attended Walter George Smith School, Barrett Junior High, and South Philadelphia High School. A member of the track team, and ran cross-country against Wilt Chamberlin of Overbrook High. Vince also attended Southern with classmates Fabian Forte (FABIAN) singer/actor, and Ernest Evans (Chubby Checker). His brother, Charlie EARLAND also attended Southern, a well-known jazz musician. Vince married his high school sweetheart who gave him his oldest and beautiful son, Vincent R. EARLAND Jr.

Vince joined the military as a member of the United States Air Force in 1961, and had his basic military training at Lackland AFB, Texas. After graduation, his first assignment was at the 68th Bombardment Wing (Heavy) SAC, Seymour Johnson AFB, North Carolina. 6922 Security Squadron (USAFSS), Kadena Air Base, Okinawa, and TORRE Station (USA/ASA), Okinawa. 6912 Security Squadron, Templehof Central Aprt, Berlin, Germany, and Frankfurt Germany. He returned to the 6970th Air Base Group (NSA/CSS), Ft Meade, Maryland, 1131ST Special Activities Squadron, (NKP), Thailand on the Mekong Delta. Also had duty in Taipei Taiwan, and returning to the National Security Agency/Central Security Service, Ft Meade, Md., where he retired and was honorably discharged after completing my military service of twenty (20) years and nine days.

Vince married Mona E. Borum-EARLAND of 20 years, who works at the Salinas Valley Memorial Hospital. His second son, Robert Preston EARLAND, (10) years old, currently attends Pacific Coast Christian Academy in Salinas, California. In 1981, Vince became an entrepreneur, President of the EARLAND Corporation (restaurant owner, landlord and real-estate purchaser). He was instrumental in the over-all operation of the business, interviewing and hiring of personnel, forecasting sales, price comparison, market analysis, sound finance and accounting, and budgeting for the coming year.

While vacationing on the Monterey Peninsula, Vince and his wife fell in love with the area and made their home in Seaside in 1988. Vince and Mona opened a business in the new Laguna Plaza, (High Performance Sounds and Systems); and later became the proud owners of (Seaside Photo) on South Broadway in the city of Seaside. In 1989, Vince joined the Seaside Police Department as a Police Services Assistant with duties as a computer data entry clerk, and assisted in preparation of the Seaside Police Department Annual Report. A year later, he became a Police Records Technician, preparing Crime Reports in an accurate and timely manner for submission to the District Attorney's Office. Other duties consisted of maintaining (DR's) Department Records on arrestees, Matter of Records, Photographing and fingerprinting. As a CLETS operator and trainer, (California Law Enforcement Telecommunications Services), the retrieving of information pertaining to drivers license, stolen vehicles, stolen property, missing persons, gun registration, and criminal history, Warrants etc.

He was elected and served as President of the Miscellaneous Union. He had direct communications with the Mayor of Seaside, City Manager and City Council. He negotiated pay increases, and resolved employer/employee disputes in accordance with local policies and labor laws. He was employed with the Seaside department for a period of almost seven (7) years.

In 1995, Vince attended the Monterey Peninsula College Police Academy, graduated, and received the Leadership Award. He was hired by the Sheriff Department under Sheriff Norman Hicks. He has been employed for ten (10) years, totaling my law enforcement experience of seventeen (17) years. Vince has worked as a Corrections Officer in all aspects of the job, from Main Jail to the Rehabilitation Center with a span of control over at least four-hundred plus men maintaining accountability and welfare. He has worked transportation of prisoners of all classifications. He has worked closely with Salinas Valley and Soledad Prison Corrections Officers pertaining to courthouse operations and security. Vince is currently a bailiff working criminal courts in the Salinas Court House. I have worked for every Judge in Monterey County to include visiting and retired. I worked traffic court, civil and juvenile. He is well versed in the Criminal Law, and the Criminal Justice System.
