The time is now, the twenty-first century is here, and as a public safety department we have a huge responsibility to the people of Monterey County. For the past three (3) years the Sheriff's Department has continuously spiraled down hill slalom. The Monterey County Sheriff's Department suffers from a lack of leadership, poor management, back door finances, coupled with CRONYISM. The in-house promotion system is not handled with equity or fairness and is totally deployable. Qualified personnel refuse to compete for leadership roles, because they are told they do not qualify.

Division within this organization involving Operations, and Corrections personnel is still a sore spot and a daily concern for all employees. Morale is at an all time low, deputies are leaving after training to nearby agencies. For the last three (3) years this agency has been working on a overtime binge. There is a constant EXODUS of employees who have been recruited by our department, and now work for other local agencies.

In the past three (3) years this department has made no effort in correcting these problems and no future plan exist to put in place.

There is a top heavy management system in place which is eating up funds that should be spent on line deputies for equipment. It is imperative that we improve, streamline, and clean-up the mess which plagues this department once and for all. The public suffers from not having the services which their tax dollars pay for, are no longer there. This administration blames everything on lack of money.

"The report by the U.S. Department of Justice National Institute of Corrections cites a troubling lack of communication, lagging computer technology, overcrowding, dirty housing areas, ineffective leadership and a backlog in transferring prison bound inmates."
