Priorities

  • NO NEW TAXES, due to increase in sales tax revenue from new technology development.
  • Infrastructure development to keep pace with growth to improve the quality of life.
  • Internet Mall / Internet Auto Mall to Increase Sales Tax Revenue without brick 'n' mortar to facilitate technology growth.
  • State-of-the-Art Senior Facility with luxury "patio" apartments to comply with affordable housing requirements.
  • Internet infrastructure with custom PC's for all El Dorado Hills residents to communicate with city agencies and community services network.
  • No increase in permits due to local control by the City of El Dorado Hills.
  • Improved parks and recreation facilities for sports and other community events.
  • Community activities and other gala events to "BRING AMERICA HOME."

I would remind all citizens of El Dorado Hills of the fundamental doctrines, upon which our country was founded. People have been coming to America, since the Mayflower landed in 1620, seeking freedom from oppression and tyranny, in order to build a better life for themselves and their families. It has been said that America is a melting pot of diverse people from all over the world. Irrespective of race, sex, age, ethnicity, religion, political or economic distinction, we are a country, whose ideals are the basis of our humanity. Through our civility, compassion, tolerance, and respect for others we can be liberated from a society of harms. Our founding forefathers wisely and courageously provided us with the fundamental doctrines from which our country was born. By our diligence and dedication to create a free America, free from discrimination and the bondage of inequality, we remind ourselves of the eloquence and poignancy in the words of our Declaration of Independence:

"We hold these Truths to be self-evident, that all Men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty, and the Pursuit of Happiness. [emphasis added]"

Our duty as a free society is to uphold the freedoms and equalities as espoused in our Declaration of Independence. As our community grows and new residents arrive, we must ensure that our community reflects the best of America. It is the responsibility of those in leadership positions to set the standards. As your city council member, I will always remind myself of these self-evident truths, keeping them close to my heart to guide me in my service to our community. My hope is that after my time is complete you can look back and say Charel Winston, pioneer and visionary, left "The Golden City" to the heart beat of angels and the magic of a dream that lives on.

Commitment and Accountability to voters

  • Leadership by action. Talk the talk and walk the walk.
  • Not a political careerist seeking self-aggrandizement. Dedicated to create the best community for my family.
  • Will ensure that every voice is heard.
  • Fiscally responsible government with a higher standard of excellence and accountability. A community of awareness and tolerance and an appreciation for the creative opportunities that make EDH a success.
  • Advocate of change. It is time to look to the future. Personal views.
  • 'Can-do' philosophy. See the glass half full not half empty. Make it happen!
  • Principled, but willing to listen and accept other points of view. Pragmatic but not at the expense of principle.
  • Compassionate, caring, and understanding. Sympathy and empathy for other people's misfortunes.
  • Non-judgmental and tolerant of other's differences. No one should be outcast from his/her own community. Every human being is valuable, regardless of circumstance, identity or status.
  • Concern for civic awareness and equal rights for all.
  • Not a shrinking violet. Willing and able to stand for the interests and well being of our community.

Personal views

  • 'Can-do' philosophy. See the glass half full not half empty. Make it happen!
  • Principled, but willing to listen and accept other points of view. Pragmatic but not at the expense of principle.
