A business plan is necessary to make effective use of our resources and monies.
Banning no longer meets the image of a small, isolated town. We can no longer afford to operate on an emergency basis, reacting to daily needs only. This is an expensive situation and not an effective use of our resources and monies. Absolutely, a community needs a contigency fund to meet emergenices, but this should be part of a planned annual budget by our elected officials and city management staff.
