JOE HOLLAND
BIOGRAPHY
Joe Holland began his career with the Santa Barbara County Assessor's office in 1984 as a Real Property Appraiser. After the Assessor's office was combined with the County Clerk-Recorder in 1993, Joe became the Audit Section Supervisor in the newly created office of County Clerk-Recorder-Assessor.
Today, Joe holds the position of Business Division Manager for the Clerk-Recorder-Assessor. In this capacity Joe oversees a staff of professional Auditors and Appraisers that are responsible for the assessment of all business and commercial property in Santa Barbara County.
During his 17 years in public service Joe continuously expanded his educational background, sought challenging work assignments, and volunteered his time for community service.
Joe holds two degrees from UCSB # a Bachelors Degree in Business Economics and a Masters Degree in Economics. Additionally, Joe is enrolled in the UCLA Executive Program at the Anderson School of Business. Joe has also earned the designation of a Certified Public Finance Officer (CPFO) from the nationally recognized Government Finance Officers Association.
As a licensed Real Estate Broker Joe understands the issues and needs of the real estate community in relation to the services provided by the Recorder and Assessor functions of this office. Joe is also certified as an Advanced Appraiser with the State Board of Equalization.
Joe is currently a member of Leadership Santa Barbara County. He has attended the Dr. Deming seminars in Quality Management and holds a certificate in Managerial/Supervisory Skills from UCSB. Joe has attended the Stanford Leadership Academy, the County of Santa Barbara Management Team Workshop, and was a presenter in a UCSB Economic Forecasting Seminar.
As an involved member of the community and a father of three, Joe understands the importance of community service. Joe has served as a Santa Barbara County United Way Allocations Committee volunteer since 1988, with ten years served as a committee chair. Joe is also a member of the PTA at the local Elementary, Jr. High and High schools in Goleta. He is a big supporter of youth sports, and has served as a soccer and basketball coach.
Joe and his wife Kathy have three active children, Scott, Bridget, and Michelle. Each of their children attends local public schools and participate in community youth sports programs. Joe and his family live in Goleta where they have resided for 23 years.
Joe believes that citizens must be involved in local government to ensure that government is accountable to the people it serves. He will bring this philosophy to the office of Clerk-Recorder-Assessor and ensure that it is reflected in the products and services provided by the office.
