SAN RAFAEL CITY COUNCIL Elected to the San Rafael City Council in November 1993 and 1997 and chosen as Vice Mayor in 1997, Barbara previously served on the San Rafael Planning Commission. Council responsibilities include: serving on the Police Radio Committee, Marin County Waste Management Advisory Committee, Marin County Transit Board of Directors, Association of Bay Area Governments City Representative, and North Bay Division of the League of California Cities Executive Committee. In 1996, Barbara was elected President of the Marin County Council of Mayors and Councilmembers (MCCMC) and chaired the Public Safety Radio Committee. Presently, she is a member of the Local Agency Formation Committee (LAFCO), a member of the Legislative Committee and the Joint Services Committee. Her expertise on regional issues has earned Barbara the Presidency of the Statewide Department of Mayors and Council Members in the League of California Cities. Additionally, she represents the region on the Transportation Committee, one of the eight policy committees of the League. BROAD COMMUNITY INVOLVEMENT Barbara completed the Leadership Training Institute sponsored by the San Rafael Chamber of Commerce, and is a graduate of the San Rafael Citizen's Police Academy. She is on the advisory board of the Family Law Center, which she helped found. She was President of the Marin National Women's Political Caucus, is now Vice President of Education and Training for the CA NWPC, and was named to the County Commission for Employment and Training. In the 1980's, she was elected to two terms on the Marin County Committee on School District Organization, serving one year as Chairperson.
Until 1989, the Hellers owned and managed a sporting goods business in San Francisco. Prior to her service on the San Rafael Planning Commission and City Council, Barbara worked for Senator Milton Marks, the State Bar of California, and the County of Marin as staff to the Commission on the Status of Women.
