PERSONAL INFORMATION

I was born in 1949 in Utica, NY, and educated in local schools. I attended Clarkson University in Potsdam, NY and obtained a BS degree in Electronics Engineering in 1971.

I married my wife Nancy in June of 1971. Nancy teaches Kindergarten at Golden Hills School.

I served in the US Army as an officer from 1971-75, eventually attaining the rank of captain.

We have lived in Golden Hills since August, 1984.

We are members of Tehachapi Church of the Nazarene.

We have three children: Benjamin, who is deceased; Alec, 12, and Lana, 11, whom we adopted from Russia in 1997 and 1996 respectively.

I cofounded in 1996, and am currently vice president of, EEAC (Eastern European Adoption Coaliton, website at http://eeadopt.org), a non-profit corporation dedicated to support and education of parents and prospective parents of orphans from Russia and the former Soviet Union. We have assisted several thousand families with the complex issues of international adoption. We have also lobbied sucessfully for improved regulation of the international adoption process and simplified laws for naturalizing adopted children.

I served on the Tehachapi Board of Education for five years, two as President and one as Vice-President. During that time we experienced unprecedented growth. We also transitioned from a traditional K-6 schedule to year-round education.

EMPLOYMENT AND EDUCATION HISTORY

9/1993 - Present

NASA-Dryden Flight Research Center, Edwards AFB, CA

Assistant Research Director

Primary responsibility for internal research & development, university grants, and student cooperative education programs; and all business and administrative activities of major laboratory component:

o formulate and monitor budgets o approve and monitor expenditures o manage organizational logistics (equipment & office space) o consult on information technology and data security o devise solutions to and provide consultation regarding human resource issues, including the creation of promotion packages and award recommendations.

For a $45 million engineering services contract, provided the leadership to develop an innovative hybrid contract structure, to transition from a cost plus fee, task order approach. Led team that set a NASA record in completing the evaluation of 10 proposals, by relying on innovative use of I.T. and by developing new processes. The end product was comparable service with reduced overhead resulting in an annual savings of $2-3 million, and a contract vehicle that is extremely flexible and responsive to user needs.

Devised management information systems for streamlining financial and contract performance data reporting. Reduced turnaround time for reports by 50% and saved $6K per month in support costs.

Devised techniques for reporting on contract evaluation (See above), specification writing, and evaluation process for award fee determination that are currently being used NASA-wide and in other government agencies as examples and training aides.

Detailed for one year (6/98-99) to Office of Safety and Mission Assurance as Assistant Director, to assist in transition while Office Chief position was being filled and Depty. was acting Chief.

Directed all business functions of office: o formulate and monitor budgets o approve and monitor expenditures o manage organizational logistics (equipment & office space) o consult on information technology and data security o devise solutions to human resource issues, including the creation of promotion packages and award recommendations.

Responsible for the development and execution of OSMA Annual Operating Agreement (AOA - the equivalent of a business plan) and for the development and reporting of AOA metrics and milestones to NASA HQ. Also filled role as Deputy Office Chief. In this capacity, had safety- of-flight signoff responsibility. Other key responsibilities included incident reporting; safety awareness and training; incident response planning; and technical acquisition strategy.

Returned to regular assignment in Research upon appointment of permanent office chief.

NASA - Dryden Flight Research Center Edwards AFB, CA

Chief, Flight Instrumentation

Supervised 30 professionals responsible for design and operation of real-time telemetry and instrumentation systems for several critical National research projects. Developed internal R&D program for interdisciplinary measurements technology research. Recruited and hired several (>10) engineers.

Assistant Chief, Flight Systems

Responsible for day-to-day and administrative functions of 45 professionals performing aerospace vehicle systems engineering, including flight instrumentation, hydraulics, electric power, communications, telemetry, video, and ground support.

The Senior Staff Engineer

Entrepreneurial joint venture between French national oil company and US aerospace manufacturer, provided precision borehole measurement devices & services for developmental oil wells. Initially was start-up company of 30 employees, pioneering effort in measurement-while- drilling technology. Grew to over 500 employees globally until purchased in buyout in 1984.

Performed independent R&D on various borehole telemetry techniques, including electrical transmission of signals using drilling lines.

Teleco Oilfield Services, Inc Meriden, CT

Manager, Electronic Systems

Built department of 20 engineers & technicians from scratch. Responsible for Development, Test, and Production engineering of solid state borehole measurement systems. Awarded patents for innovative measurement systems and processes. Devised additional profitable products for company, enabling it to grow to industry leader.

Reported to VP/Chief Engineer. Designed and developed ruggedized solid state borehole measurement system and performed production engineering of same. First profitable product of company.

Senior Systems Engineer

Responsible for formulating and executing real-time information technology plans for various research programs. Devised ground station for analysis of Shuttle orbiter structural dynamics & loads measurements, and ground station for spectral analysis of multiple acoustic measurements for unducted fan engine experiment.
