Should the El Dorado County Board of Supervisors re-zone the approximately 100 acres of the former executive golf course in El Dorado Hills from its current land use designation as "open space recreation" to a designation that allows residential housing and commercial development on the property?
An advisory vote of "YES" is a District Voter's opinion in favor of rezoning of the property by the county from open space recreation to residential housing and commercial. This advisory vote does not bind the District or County to any positions or actions in regard to rezoning. An advisory vote of "NO" is a District Voter's opinion against rezoning of the property by the County from open space recreation to residential housing and commercial. The El Dorado Hills community has grown at an impressive rate. Development of residential and commercial properties within the El Dorado Hills Community Services District ("District") boundaries has changed the character and
accessibility of countless acres of rolling hillsides and open space. Approximately 100 acres presently zoned as "open space recreation," exists within the District's boundaries. Previous to being open space, the 100 acres
were dedicated as an executive golf course. District residents have expressed concerns over the proposed rezoning and potential development of this current
open space to being zoned to allow for the development of residential and commercial properties.
This centrally located acreage of open space possesses a significant history for El Dorado Hills as a landscape for recreation and enjoyment. Wildlife corridors, native oak trees and nature trails crisscross the land and are valued by local residents of all ages. Changes in zoning could lead to development that changes the character of this open space. Rezoning would also preclude any potential creation of passive or active parkland development for the benefit of the District's residents for generations to come. The purpose of this advisory vote is to allow for a clear message from the voters within the District to the El Dorado County Board of Supervisors. This advisory vote provides the voters the ability to express their desire that the property not be re-zoned from its current land use designation as "open space recreation" to a designation that allows for residential housing and commercial development on the property. A YES vote supports the rezoning of the former executive golf course; a NO vote supports keeping the former executive golf course in its current zoning of open space recreation.

As Proponents of Measure E, we want to be perfectly clear about the message and purpose of your "NO" vote. Voting "NO" means, you do not want the El Dorado County Board of Supervisors to approve the rezoning of the former Executive Golf Course to allow housing and commercial development. Voting "NO" supports the current land use designation and zoning of "open space recreation" for this iconic property. Voting "NO" sends a message to the Board of Supervisors that El Dorado Hills taxpayers and voting residents support the current General Plan and want to preserve this open space for future generations. A "YES" vote would show your support for the rezoning of the former Executive Golf Course to allow housing and commercial development on this site. A "YES" vote is a green light for the development of approximately 700 new housing units on the former Executive Golf Course that will forever change the character and aesthetics of the community. VOTE "NO" on Measure E... NO to REZONING of the former Executive Golf Course!

| Measure E is a bad idea whether you want, or don't want, to rezone the old Executive Golf Course. MEASURE E HAS ZERO POWER TO DO ANYTHING, AND IS A WASTE OF TAX DOLLARS. As an advisory vote this proposal has no authority. El Dorado County has the responsibility to make this decision + Measure E does not change that. Yet, $40,000 in tax dollars is being spent to conduct this special election - $40,000 to have the same impact that could have been made by voters simply calling their county supervisor. If this measure passes, other areas of El Dorado County will have similar proposals, wasting even more money that could have gone to improve county services. Voting no on Measure E sends a message against wasteful ballot box politics. BUSINESS AND RECREATION LEADERS OPPOSE MEASURE E BECAUSE IT UNDERCUTS EL DORADO COUNTY'S VOTER APPROVED GENERAL PLAN + A BLUEPRINT TO DEAL EFFECTIVELY WITH GROWTH AND TRAFFIC CONGESTION AND PROTECT OUR RURAL WAY OF LIFE. Changing the General Plan would hurt our local economy by pushing jobs and employers to leave our area. It would hurt El Dorado County's ability to balance growth where it is best suited + thus creating more sprawl and less open space. And undercutting the General Plan will severely damage the county's ability to protect our local water rights + driving up water rates for El Dorado Hills residents. Let the General Plan work. If you have an opinion about the rezoning of land, contact your supervisor. But let's not use tax dollars to wage a political fight. MEASURE E HAS NO POWER, IS A WASTE OF TAX DOLLARS, AND WILL ENCOURAGE MORE EFFORTS TO UPSET THE CAREFUL LAND USE BALANCE VOTERS HAVE ACHIEVED WITH THE COUNTY GENERAL PLAN.

RESOLUTION NO. 2015-12 OF THE
EL DORADO HILLS COMMUNITY SERVICES DISTRICT BOARD OF DIRECTORS
REQUESTING A CONSOLIDATED DISTRICT ELECTION FOR AN ADVISORY VOTE ON THE BALLOT FOR NOVEMBER 3, 2015
WHEREAS, the El Dorado Hills Community Services District is an affected agency in regards to matters of land use, zoning and development and possesses the legal authority to place a measure on the ballot for the electorate of El Dorado Hills; and
WHEREAS, in November 2013 + February 2014, the Community Economic Development Advisory Committee for El Dorado Hills (CEDAC-EDH) had conducted a community survey and summarized a strong sentiment of area residents to retain the open space and rural character in general of El Dorado Hills; and WHEREAS, in April 2014, the El Dorado Hills CSD had conducted a community survey and learned that residents overwhelmingly favored keeping the former executive golf course as open space and were willing to be assessed or support a bond for public financing of the acquisition of the golf course; and WHEREAS, the El Dorado Hills CSD Board of Directors in response to a strong community sentiment to take necessary steps to retain the open space of the former executive golf course in El Dorado Hills and prevents its rezoning to allow for development beyond its current zoning of open space recreation; immediately upon the adoption of this resolution, would hereby request a consolidated district election for an advisory vote on this matter to El Dorado County Elections for November 3, 2015. WHEREAS, upon adoption of this resolution, the El Dorado Hills CSD would agree to provide to El Dorado County compensation to cover the District's portion of election expenses for this ballot measure and comply with all El Dorado County Elections requirements pertaining to such. THEREFORE, the El Dorado Hills CSD requests a consolidated district election for an advisory vote on the ballot for November 3, 2015.
