Building a Stronger Economy and Creating Local Jobs A thriving middle class starts with a stable economy, a resurgence in American innovation, and research and development in new industries to create jobs. My top priority is to create new jobs and expand the middle class through a focus on innovation and technology. For America to create jobs and succeed in the global economy of the 21st century, the federal government must have policies that support economic growth. That means we must change our federal tax code to reward companies that create jobs in this country and not encourage any to ship jobs overseas. We also must transform our education system so that all of our kids are prepared for the high technology jobs of the future and companies have a properly educated workforce. And, we must support research into new, clean energy sources as a way to support domestic industry and protect our environment. Main Street Revival Act I introduced this bi-partisan legislation to give a tax break to small businesses that open in struggling communities. Restarting Local Communities Act - H.R. 3518 I introduced this legislation to help local communities injured by the closure of a redevelopment agency. The bill would make communities eligible for federal Economic Adjustment Assistance grants awarded by the Economic Development Administration. Securing Energy Critical Elements and American Jobs Act of 2013 Encourages U.S. research, development and production of rare earth elements used to power smart phones, flat screen tvs, and computers. This will encourage U.S. production of these elements to create jobs and cut down on foreign imports. In Congress I support:
