Political Philosophy for Bill McGowan

I'm running because I believe the primary role of the Water Board is to ensure safe and affordable water to the community. This means protecting our aquifers and managing an efficient water supply system for our community. My key issues are: Protection of Our Aquifers: As a board member I will keep a watchful eye on the health and sustainability of our water supply. The issues of overdraft (over-pumping) and the sea-water intrusion must be resolved in a way that suits the needs of our community. Relations. There needs to be improved relations between the board, staff, consultants, other agencies, and the community. Board meetings are often confrontational and contentious. Collaboration. The District needs a board that can better collaborate with the staff, consultants, community, other agencies, and private water users to develop a comprehensive community solution. Soquel Creek Water District uses only 50% of the water pumped from our aquifer. It only makes sense that a long term solution would be developed in concert with the other districts and private well owners who draw from the same aquifer. Balance. We obviously have a water problem that needs to be solved (conservation plus additional sources); however, I believe that a solution can also provide for the economic growth needed to generate local jobs and enhance the quality of life in our community. |
