Shall the term of office of mayor be two years?
Measure "S" is one of three ballot measures placed on the ballot by the City Council related to establishing a directly elected mayor for the City of Moreno Valley ("City"). Since incorporation as a general law city, the City has been governed by a five-member Council, and the Council selects one of its members to serve as mayor for the next year. As a general law city seeking to create the office of an elected mayor, State law requires that three separate but related questions be posed to the voters.
(1) Measure "R" will ask whether the mayor of the City of Moreno Valley should be elected on a citywide basis and that the Councilmembers be elected by 4 districts? Effect Measure "S" is a companion proposition to Measures "R" and "T". The passage of Measure "S" would set the term for an elected mayor at two years only if both of the following occur:
(1) A majority of voters approve Measure "R" to establish the office of an elected mayor in the City; and
(2) This Measure "S" (the two-year term of office measure) receives more votes than Measure "T" (the four-year term of office measure). If passed, the first opportunity to elect the mayor would be in November of 2016, when the next general election for the City is scheduled.
