To improve schools by repairing deteriorating classrooms, bathrooms and plumbing; leaky roofs/windows; removing asbestos/lead paint; upgrading school security/ fire safety; upgrading classroom technology/science labs; and repairing, constructing, and acquiring educational facilities, sites, and equipment; shall Rosemead School District issue 30 million dollars in bonds, at legal rates, requiring annual independent financial audits and independent citizens' oversight, no money for administrators' salaries and pensions, and all funds used locally?
Funds received from the sale of the bonds will be used on the District's schools, administration, and support facilities for the specific purposes set forth in the Measure. Such authorized projects include, but are not limited to: repairing and replacing roofs; repairing and replacing heating, ventilation, and air conditioning systems with energy efficient ones; making safety and utility upgrades (i.e., fire alarm, communication, data, security systems and lighting, and fencing); upgrading and modernizing science and computer labs and school libraries; improving drinking water and plumbing systems; providing additional computers and other instructional technology; making improvements to comply with handicapped accessibility requirements and other code requirements; upgrading buildings and infrastructure to conserve natural resources and promote conservation; upgrading cafeteria and food preparation facilities; improving and repairing green areas, playing fields, and playground equipment; repairing and replacing windows, doors, multipurpose rooms, exterior walls, and walkways; and repairing and enhancing parking lots. No funds may be used for teacher or administrator salaries or other school operating expenses. The Board shall conduct independent performance and financial audits annually to ensure that bond proceeds have been expended only for the projects on the Project List. The Board shall establish and appoint an Independent Citizens' Oversight Committee in accordance with Education Code sections 15278, 15280, and 15282. Proceeds of the bonds will be deposited into a Building Fund to be held by the Los Angeles County Treasurer, and the Superintendent of the District shall cause an annual report to be filed with the Board, which shall state the amount of bond proceeds received in that year as well as the status of any projects funded or to be funded by the Measure. The bonds shall mature not more than 40 years from their issue date. According to the District's Tax Rate Statement, the best estimate of the highest tax rate required to fund the bonds, based on the assessed valuations available at the time of the District filing its Tax Rate Statement on the measure, is $30.00 per $100,000 of the assessed value of taxable real property within the District. This Measure requires a fifty-five percent (55%) vote for passage.
