Cuyler is a lifelong member of this community, and he now lives with his wife and two children in the Kennett Square home he grew up in. As a State Representative, Cuyler will focus on policies designed to reduce government spending and waste, keep our taxes low, and improve the climate for small business to promote job creation. His experience in the private-sector and in local government in Chester County give him the knowledge and perspective to understand what needs to be done to address these issues.

For more than 20 years, Cuyler has practiced law in Chester County as a Partner at the law firm of Pepper Hamilton LLP, where he counsels clients in corporate governance, mergers & acquisitions and securities law matters. During that same period, Cuyler has also been a small business leader as president of a family-owned manufacturing business with roughly 25 employees.

Working in the manufacturing sector and representing businesses as a lawyer, Cuyler has experienced firsthand the challenges that small businesses face as a result of government regulations and taxes. This has reinforced his conviction that limited government, lower taxes and less regulation are the most effective ways to promote private-sector job growth and make the American Dream a reality for all Pennsylvanians.

While working in the private sector to support his family, Cuyler has also made time to serve this community in numerous ways as an elected official and a volunteer.

For the past 17 years, Cuyler has been a Township Supervisor in East Marlborough Township and for the last nine years his fellow Supervisors have elected and re-elected him to serve as Chairman of the Board of Supervisors. Under Cuyler's leadership, township government has embraced fiscally conservative policies and put East Marlborough on a strong financial footing, with low taxes and a strong bond rating.

Without any increase in tax rates, the Township has initiated municipal police service for its residents, created a 22-acre community park, installed a township-operated sanitary sewer system using spray irrigation (which solved serious septic problems for many homeowners living on small lots and earned the Township the Brandywine Valley Association's "Environmentalist of the Year" award), and built the first round-about anywhere in Southeastern Pennsylvania (which substantially reduced traffic congestion in the Village of Unionville and earned the Township PennDOT's "Safety Improvement Project of the Year" award).

In 2011, East Marlborough Township was named by Philadelphia Magazine as one of the 15 "Best Places to Raise Kids" in the Philadelphia suburbs (and was the only community in Chester County selected for that honor). In 2013, the Chester County Press recognized East Marlborough Township for having one of the top two local governments among the nearly 20 municipalities in our area.

In addition to his service in local government, Cuyler has represented Chester County on the Board of SEPTA since 2012, has served by appointment of Pennsylvania's Speaker of the House on the Board of Thomas Jefferson University since 1995, and serves on the Advisory Board of La Comunidad Hispana in Kennett Square. Previously he was appointed Chairman of the Pennsylvania Horse Racing Commission by Governor Tom Ridge and served on the Boards of Lincoln University, the Penn Vet School, the Chester County Chamber of Business and Industry, and the World Affairs Council of Philadelphia.

Beyond his service in this community, Cuyler has worked in government at the state and federal levels, having served as an assistant to Governor Dick Thornburgh in Harrisburg and in the United States Department of Justice in Washington, DC during the administrations of Presidents Ronald Reagan and George H. W. Bush. Through these experiences, Cuyler learned firsthand that elected officials must be ever vigilant to rein in the insatiable tendency of government to expand its scope and influence in ways that stifle individual productivity and meaningful opportunities for self-sufficiency and independence.

Cuyler graduated cum laude from Yale University with a BA in History and Economics. He attended graduate school at the University of Pennsylvania, where he earned a JD from the Penn Law School and an MBA in Finance from the Wharton School.
