I am very active in my neighborhood, Price Hill, especially around housing issues. In that role I discovered a tool called a land bank that allows a treasurer to capture a vacant or abandoned property, redevelop it and sell it to a new business or homeowners. Treasurers in other Ohio counties have used land banks to redevelop hundreds of properties, to revitalize neighborhoods, to eliminate blight, and to raise property values. Hamilton County has been far too slow in developing and implementing the land bank.
Other treasurers are also spearheading programs to keep people in their homes and to prevent foreclosures. Other treasurers are leading community outreach efforts to prevent homeowners from falling behind on their taxes in the school place. We are not using these innovative programs in Hamilton County or are far behind in their implementation. The reason is that in every county I have visited their treasurer treats his or her position as a full-time job. Our current treasurer treats its as a part-time job.
