The agencies should be involved in on-going, communication and collaboration. A partnership between the agencies in the Pass region will assure that growing regional water needs are met.

Costs are recovered through ratepayers and through government grants and loans when available. The concept "users pay" is common + those who use the facilities and services, pay.
