Cooperation Between The Tri-Valley Water Providers

Identify opportunities for resource sharing and cost control which are mutually beneficial for DSRSD and the greater Tri-Valley.
Combined, the Tri-Valley water providers serve 21 million gallons of drinking water annually, have 770 miles of water main pipeline and over 47,000 drinking water meters, receive annual revenue of $148 million, and are projected to spend $358 million in capital improvements over the next 5 years. Currently, these Tri-Valley resources are managed independently by 5 different water agencies, plus DERWA and LAVWMA.

I see opportunity to unlock value for DSRSD customers through strategic cooperation and integration of the Tri-Valley water agencies. This process should start through pooling of resources for cost savings and standardization across agencies. Things that can be done now include leveraging pooled purchasing power, shared maintenance facilities, group contracts for vendors, and joint training exercises. Ultimately, I envision the creation of a single, vertically integrated agency that leverages economies of scale and strategic resource allocation to provide drinking water, waste water, recycled water, and storm water to all Tri-Valley residents at a lower cost and higher quality than we have today.
