To improve the quality of education; repair leaky roofs; increase student access to computers and technology; modernize outdated classrooms, restrooms, and facilities; make facility improvements to increase energy efficiency; replace old heating, ventilation, and air-conditioning systems; and make health, safety and handicapped accessibility improvements; shall the Lincoln Unified School District issue $48,500,000 of bonds at legal interest rates, have an independent citizens' oversight committee and have NO money used for administrative salaries or be taken by the state?
No funds derived from bond sales could be used for teacher or District administrators; salaries or for any purpose or project other than those expressly stated in the measure. To assure that funds derived from bond sales authorized by Measure A are spent only for the purposes exspressly stated in the measure, and for no other purposes, Measure A would require the District to: (1) appoint an independent citizens' oversight committee; and (2) conduct annual independent performance and financial audits. If Measure A is approved, and bonds are authorized and sold, the principal thereof and interest thereon shall be payable from the proceeds of tax levies made upon the taxable property in the District. If Measure A is approved, the tax raqte necessary for payment of principal and interest on any bonds sold will be largely dictated by the timing of the bond sales, the amount sold at a given sale, market interest rates at the time of each sale (althought in no event greater than the maximum bond net interest rate allowed by law), as well as actual assessed valuation of taxable property in the District over the term of repayment. A statement of the tax rate data required by Elections Code Section 9401 will be provided to all registered voters with the sample ballot for the bond election. Approval of Measure A does not guarantee that the projects proposed by the District to be funded from the proceeds of bonds authorized and sold will be funded beyond the local revenues generated by the bond sales authorized by the measure. The District's proposal for such projects assumes the receipt of matching State of California funds that could be subject to appropriation by the State Legislature or to approval by a statewide bond measure.

| Arguments For Measure A |
|
Everyone knows the importance and value of having quality schools. From higher achieving students, to improved property values, to greater neighborhood safety, quality schools make a difference. While our teachers and staff do their best in educating our students, many classrooms and school facilities in the Lincoln Unified School District are outdated and inadequate to provide local children with the school facilities they need to succeed.
Local school facilities have been well maintained and some major renovatons have been completed over the years. However, our work is not done. Old classrooms and school facilities do not meet the 21st century standards. Our students need your Yes vote on Measure A to upgrade these schools to allow the District to improve the quality of education provided to local students. We must invest in our schools so they meet today's safety, technological, and educational standards. If passed, Measure A will provide funding to make critical facility improvements at our local elementary, middle, and hight schools by: Repairing and replacing leaky roofs, Improving student access to computers and modern technology, Replacing old heating, ventilation, and air-conditioning systems, Modernizing outdted classrooms, restrooms, and school facilities, and Making facility improvements to increase energy efficiency and student capacity. Measure A makes financial sense and has taxpayer safeguards in place: All funds must be spent locally and cannot be taken by the state. By law, spending must be reviewed and annually audited by an independent citizen' oversight committee. Funds can only be spent to improve local schools, not for administrator or teacher salaries. Measure A upgrades and renovates old and inadequate classrooms, improves the education of local students, and maintains the quality of our community. That's something we can all support.
