Shall the Vernon City Charter be amended to ensure that an Independent Reform Monitor is retained for four years?

Measure F, if passed, will amend the Vernon City Charter to require that the City contract with an Independent Reform Monitor for four years to review City policies and recommend governance reform measures.

Earlier this year, the City of Vernon engaged an Independent Ethics Advisor to review Vernon's governance procedures and make recommendations to the City Council regarding proposed changes to ensure effective and ongoing ethical governance. The Independent Ethics Advisor's report was released on July 29, 2011 and recommended the adoption of certain governance reforms.

The proposed Charter amendment requires that the City contract with an Independent Reform Monitor for four years to continue the Independent Ethics Advisor's work and promote the City's continued progress in adopting governance reform measures and best practice initiatives.

A "yes" vote on Measure F approves the Charter amendment requiring that the City maintain a four-year contract with an Independent Reform Monitor, who shall review the City's policies and procedures and recommend governance reform measures and initiatives in the best interest of the City. The Independent Reform Monitor would have the power to conduct audits of all City operations and budgets, would have the power to review any proposed service contract that is substantial in nature, and would be required to report back annually to the State legislature on the progress of the City's reform efforts and make recommendations on any additional reforms that may be necessary. The Independent Reform Monitor would execute these duties independently of the City Council and any City official.

A "no" vote on Measure F opposes this change to the Charter. If Measure F fails, the City would not be required to contract with an Independent Reform Monitor to review the City's policies and procedures and recommend governance reform measures and initiatives in the best interest of the City.

Full Text of Measure Vernon-F
The People of the City of Vernon do hereby amend the Charter of the City of Vernon as follows:

1. Chapter 9.7 of Article IX of the Charter of the City of Vernon will be added to read as follows:

"CH: 9.7 Independent reform monitor. For a period of four years from the adoption of this provision, there shall be a contract with an independent reform monitor who shall review the city's policies and procedures and recommend city governance reform measures and initiatives in the best interest of the city. The independent reform monitor shall execute these duties independently of the city council and any city officer.

The independent reform monitor shall have the power to conduct audits of all city operations and budgets as well as review any proposed service contract that is substantial in nature. The independent reform monitor shall report back annually to the state legislature on the progress of the city's reform efforts and shall make recommendations on any additional reforms that may be necessary.

2. The City Clerk is directed to certify to the passage of this Charter Amendment and to file it in the Office of the Secretary of State forthwith, and to take such other actions as are necessary to give effect to its passage.
