Shall the Vernon City Charter be amended to require that the City maintain a Housing Commission?
The Vernon Housing Commission was created by Ordinance No. 1183 on June 7, 2011, and its members were appointed on August 2, 2011. The commission is responsible for overseeing the day-to-day management, leasing, and maintenance of City-owned housing. The proposed Charter amendment would ensure that the Vernon Housing Commission would continue to exist for the purpose of overseeing the City's housing stock even if Ordinance No. 1183 were to be amended or repealed in the future. A "yes" vote on Measure E approves the Charter amendment establishing the Vernon Housing Commission as a required City commission under the City Charter. The commission would continue to exist with the duty of providing oversight over City-owned housing despite any amendments or repeal of Ordinance No. 1183. A "no" vote on Measure E opposes this change to the Charter. If Measure E fails, the Housing Commission would continue to exist and function only pursuant to Ordinance No. 1183. The duties of the commission could be changed by amending Ordinance No. 1183, and the commission could be removed by repeal of Ordinance No. 1183.

The People of the City of Vernon do hereby amend the Charter of the City of Vernon as follows:
1. Chapter 7.5 of Article VII of the Charter of the City of Vernon is amended in its entirety to read as follows: "CH: 7.5 Boards and commissions. The city council may, by ordinance, establish such boards and commissions as the council deems to be necessary, and shall provide for the method of selection, tenure, duties and any compensation of the boards and commissions so established. There shall be established a Housing Commission, which shall oversee the day-to-day management, leasing and maintenance of city-owned housing stock." 2. The City Clerk is directed to certify to the passage of this Charter Amendment and to file it in the Office of the Secretary of State forthwith, and to take such other actions as are necessary to give effect to its passage. |
