As a long-term resident of North Salem, I understand the importance of controlling school taxes and of being a good steward of dollars spent. Families with kids in school can see where their money goes. But, most households do not have children in school. It is important that these folks understand that their tax dollars are being well spent. It is important that we communicate our educational success. Scholastic excellence is an important component in maintaining property values. For that reason, excellence is a primary objective. Cost control is another equally important objective. I understand that the bulk of the school budget is personnel related. While most of these costs are fixed, we must look for creative ways to have an impact, for example, I would like to explore making changes to the existing health insurance plan. Another way to control costs is to maximize the use of shared services. North Salem has had a good history with shared services and I would like to explore ways in which this approach can be appropriately expanded. An example might be a regional initiative in on-line learning. As a planner, I support taking a multi-year look at certain expenditures. Transportation, facilities and technology are areas where purchasing decisions should be part of an ongoing plan. Such a plan should be realistic and not over-reaching. But, where-ever possible is it better to plan maintenance than to require emergency repair. Finally, I support participation in regional initiatives. Such co-operation allows us not only to learn about best practices, but also to lobby against unfunded mandates. |
