GENERAL PLAN UPDATE: Larkspur is a mature built out city. General Plan update should require minor revisions reflecting current economic and enviornmental stresses. PLANNING: Opposed in general to exceptions swallowing the rule related to FAR and variances. Encourage streamlining of the planning process for applicants to permit early concept review of a project before expensive consultants and studies are required. COUNCIL COMMUNICATIONS: Opposed to the "gag" rule regarding quasi-legislative matters. Council members should be leaders and healthy debate should be encouraged. ALEXANDER STREET BRIDGE: Retrofit the existing bridge. CORBET'S HARDWARE: Support relocation to 800 Magnolia provided that all uses at that location require a use permit to limit impacts on adjacent residential issues. MARIN ENERGY AUTHORITY: Support City's position not to join at this juncture. Venture appears fiscally risky. NIVEN: Retain existing Acacia trees unless developer plants large replacements and bonds maintenance; remove polluted soil and replace with clean fill; require City parcel to be shovel ready. ROSS VALLEY SANITARY DISTRICT: City must be part of a sanitary district and not go into the sewer business. |
