10-Point Campaign Objectives

By Richard J. Boylan

Candidate for Director; El Dorado Irrigation District; Division 2

This information is provided by the candidate
Safeguarding El Dorado citizens' water supply in the face of climate change, projected growth, and keeping rates reasonable
1) Assure a safe, reliable supply of water for El Dorado County now and for the future;

2) Do a fresh analysis of water sources based on the latest scientific data, including the future effects of climate change in El Dorado County and changing Sierra snowpack conditions on our long-term water supply;

3) The waste of ratepayers' money at EID must stop. I will work to cut fat out of the budget and carefully review contracts and costs. Big new developments need to pay their way and stop being subsidized by ratepayer working families. Spiraling water rates need to be stopped.

4) Hold regular meetings with the local community to learn of any ideas to improve service, or problems.

5) I will work to build better communication bridges between EID employees and management to improve effective communication, cooperation, and idea-sharing between the EID management and employees team. These measures will help improve the public's confidence in EID.

6) Stretch our water supply through smart conservation, safe recycling, and newer technology, and make our drinking water supply go farther by making more sanitary non-potable water available as an alternative supply for non-drinking uses such as agriculture and landscaping.

7) Agriculture is a vital part of our rural life in El Dorado County; EID needs to work more with farmers and ranchers to keep their lands productive and flourishing.

8) Work on better communication, planning and coordination between the EID Board and the County Board of Supervisors to create realistic plans and policies for the gradual growth and services that are responsive to the people's desire to keep our county rural, not urban.

9) Review carefully any potential assignment of water to future developments to avoid jeopardizing long-term reliable water supply for existing customers, who come first.

10) Analyze future county growth trends to achieve an appropriate balance between water supply availability, prudent storage practices, and hydroelectric power generation.
