Binding Arbitration

By Jan Marx

Candidate for Councilmember; City of San Luis Obispo

This information is provided by the candidate
I opposed the binding arbitration initiative when I was on the Council in 2000 because I feared it could deal a severe blow to the City Budget. However, since the voters passed it, I affirm their decision. I will put my mediation expertise to work to improve communication between the City and our fine police officers and firefighters.
I have been and will be supportive of our fine police and fire fighters. On Council, I voted in favor of additional equipment and staff at every opportunity. My opposition to the mandatory arbitration initiative stemmed from my fear that if impasse occurred, it could result in a severe blow to the City budget. This worst-case scenario has played out under the present Council. However, since the mandatory arbitration initiative was passed by the voters and is part of our City Charter, I affirm the voters' decision. On Council, I will work hard to make reason prevail and avoid impasse in the future. Our excellent safety personnel deserve to be adequately paid for their difficult public service. On the other hand, uncontrolled major expenditures could throw our City into bankruptcy. Communication between the City and the police and fire fighters must improve for the good of all concerned. My mediation expertise will go a long way toward preventing such show-downs in the future.
