Fiscal Responsibility

Candidate for Councilmember; City of Pismo Beach

The 2007-2008 City Council increased the City reserves to $3.1 million. Maintained a successfully Balanced Budget; increased revenues $1.2 million,reduced expenses $500 thousand from budge and spent $3.7 million resurfacing the main streets. This type of responsibility will continue on my watch.
The 2007-2008 City Council of which I have been a part has accomplished the following list of projects that were set as "Goals" or "Policy" in late 2006 and revisited in early 2008: (not in priority order)
1. Balanced City Budget.
2. Phase I of Promenade IV.
3. $660,000 Water Quality Grant approved by the State as an 18 month Scientific Study of Ocean Water Quality (underway).
4. New Wilmar stairs built.
5. Wilmar Waterline repair completed.
6. $3.7 million paving of the City main streets
7. Completed $1.2 million remodel and upgrade of the Shell Beach Fire Station.
8. Installation and upgrade of $680,000 new Pismo Oaks Lift Station (underway).
9. $400,000 new Beachcomber stairs (underway) finish late September.
10. New sidewalk at Dinosaur Caves Park and 4th Street (underway).
11. Increased reserves to $3.1 million, increased revenues $1.2 million and reduced expenses $500,000 from budget.
12. Fiscally sound Water and Wastewater funds with needed preventative maintenance to water and wastewater systems.
13. Paid Parking Program successfully implemented which will allow for funding of long term parking improvements without affecting the City's General Fund.
14. Approved and implemented State required Low-to-Moderate Income Housing Programs.
15. Implemented enforcement of no vacation rentals allowed in areas zoned for residential only.
16. Began process with PG&E of Undergrounding Utilities along Shell Beach Road.
17. Army Corps of Engineers completed scientific study of specific causes of Bluff erosion in preparation for funding of engineering solutions to prevent/mitigate further erosion affect public property.
18. Maintained Pismo Beach's "safe small beach town" character.
19. Actually decreased budgeted full time City employees from 91 to 90.
20. Hired a Code Enforcement Officer and a Parking Manager.

Our City Staff and City Manager are to be commended to have accomplish this list of projects with an organized City Council setting the Goals, Policy and Providing oversite. We will revisit these Goals in mid January for the following year. We will bring forth our Long and Mid Range Goals to become Short Term Goals and Action Goals and revise and update. This constitutes real planning and management.

I am proud to say I have been a part of this City Council and I pledge 100% of my energy and experience to the service of our city, its residents and its visitors, and thank those who will honor me & entrust me with their vote to serve for four more years.
