Candidate for
Board of Supervisors; San Francisco County; District 11

San Francisco needs a supervisor who will:

Exercise a tough love - zero tolerance attitude, making quality of life issues and respect for state and federal laws the top priority.

Meet with the Board of Supervisors and the Mayor to discuss citizens' concerns and review existing laws, revise if necessary to make current.

And, when necessary have legislation drafted to address current problems.

We need simple solutions to complex problems.

If San Francisco wants to encourage more small business ownership and tourism, we need to get a handle on homelessness, crime and graffiti. None of these say 'Welcome to San Francisco'.

As Supervisor, some of the issues I will address:

MUNI

Affordable fares; cleaner vehicles, elevators and stations; working elevators; adequate seating for seniors; improve community relations--drivers/passengers.

To reduce the need for fare evasion--in addition to Lifeline passes, another program should be designed to assist low-income and no-income individuals.

Proposal: Make available, as in-kind support, unsold monthly FAST PASS after the 8th of the month.

GRAFFITI

Parental accountability; enforcement of: law requiring graffitists to clean up their graffiti; law regarding vandalism/graffiti and driver license/suspension and issuance.

"California law allows the courts to suspend the driver license for two years of a person convicted of engaging in vandalism, including graffiti. If you are convicted and do not have a license, the courts can delay the issuance of a license for up to three years from the date you are legally eligible to drive." (California Driver Handbook 2007, p. 72)

CRIME

Curfew for minors, unless accompanied by an adult over age 18.

San Francisco Unified School District to establish a dress code with Dress Down Friday.

Summer work programs for high school students.

Proposal: Revisit the Recreation & Park Department WorkReation program for juniors and seniors.

HOMELESSNESS

Enforce no trespassing and loitering laws [Municipal Police Code - Section 25] ; require carrying a California ID; encourage "work for food" internship.

Proposal: California ID to be issued through the Department of Motor Vehicles with fingerprint.

The internship would help the homeless develop a routine, learn skills, improve self-esteem, and hygiene.

Opportunities could be provided through the Recreation and Park Department and the Department of Public Works.

TRUANCY

School principal enforcement of closed campus, with the exception of Seniors during specified hours.

A closed campus through 11th grade promotes student safety and guarantees that children are in class during specific hours.

Driver license suspension, restriction, delay or revocation.

"Habitual Truant--Persons 13 to 18: The court will suspend, restrict, delay, or revoke your driving privilege for one year if you are convicted of being a habitual truant from school." (California Driver Handbook, p.72)

PUBLIC SAFETY

Routine neighborhood drive-through of police vehicles.

Pedestrian & bicyclist safety--public education based on the California Driver Handbook.

Pedestrians

- Police enforcement by citing pedestrians seen jaywalking or crossing on red light.
- Assess unsafe MUNI stops (i.e.: no island for waiting until traffic passes).
-Identify signal lights in need of countdown feature.

Bicyclists

- Police enforcement of the right-of-way rules: yielding to pedestrians in crosswalks, bicyclists and motorcyclists.
- Police enforcement of the traffic laws for: failure to stop at stop sign or traffic light, speeding, making unsafe lane changes or illegal turns.

EDUCATION

Successful completion of high school Exit Exam.

PARKS AND PLAYGROUNDS

Request that each park director regularly inspect their facility and provide written report of their findings to me.

Review the park director's report from facility inspection and address the issues in the order of priority related to health and safety hazard.

Establish a time-frame for response by the park director and resolution Of the condition.

As Supervisor, I will do my best to listen to your concerns and make decisions in your best interest.

Together we can make San Francisco a safe and welcome environment for residents and visitors.
