Carl is a native San Franciscan, born and raised in the City. One of a family of eight children, his mother came from El Salvador and met his father in the City during WWII. His wife, Susan, has worked as a Clinical Nurse Specialist at San Francisco General Hospital for the past thirty years. They have two children, both who attended public school in the City. Carl is a product of the San Francisco school system. He attended Mission Dolores Grammar School, Aptos Junior High School, and Lowell High School (Class of '69). Completing high school, he attended City College and then joined the Navy, serving four years in the submarine service during the Vietnam War. After leaving the military, he began a distinguished career with the San Francisco Sheriff's Department, serving twenty-nine years before retiring at the rank of Chief Deputy Sheriff. He was honored as the Latino Peace Officer of the Year in 2003. After retirement, Carl applied for and was chosen as the Chief of Police for the San Francisco Community College District, a fully accredited law enforcement agency that serves City College. WHAT ARE HIS QUALIFICATIONS FOR THE COMMUNITY COLLEGE BOARD? Over the course of his career, Carl earned his AA in Criminal Justice from Skyline College, his Bachelor's Degree in Organizational Behavior from the University of San Francisco, and his Master's Degree from Golden Gate University. He also holds an Executive POST certificate, the highest accreditation afforded to a law enforcement officer in California, and is a graduate of the California Command College, a two year program for senior law enforcement. He is a proven leader and manager, with hands-on experience at City College. As the Chief of Police for the San Francisco Community College District, Carl was a college administrator, a member of the Chancellor's Cabinet, and an active participant in the College's shared governance system. He worked hard to improve campus safety and emergency preparedness at the institution and to bring about a high level of cooperation with the neighbors. As Chief, he was able to work successfully with college unions, student organizations, shared governance committees, and administration. In addition to being an administrator at City College of San Francisco, Carl was also an adjunct professor at San Francisco State University for many years. This invaluable classroom experience brings a greater understanding of the needs of faculty, staff and students involved in higher education. |
