To upgrade outdated heating, ventilation, and air conditioning systems, and deteriorating plumbing; make health, safety, and handicapped accessibility upgrades, and improve drinking water; implement computer and technology upgrades; install security and monitoring systems to increase student safety; and acquire, construct, repair, replace and modernize classrooms, cafeterias, and school facilities; shall Rosemead School District issue $30 million in bonds at legal interest rates with annual audits and independent citizens’ oversight and no money for administrators’ salaries?
Funds received from the sale of the bonds shall be used for the specific purposes set forth in this Measure including upgrading heating, ventilation, air conditioning and plumbing; upgrading health, safety, and handicapped accessibility; improving drinking water; upgrading computer and technology; installing security and monitoring systems; and acquiring, constructing, repairing, replacing classrooms, cafeterias, and school facilities. No funds may be used for teacher and administrator salaries or any other school operating expenses. Independent performance and financial audits will be performed annually to ensure that the funds received from the sale of the bonds are expended as specified in the Measure. All bond expenditures will be monitored by an independent Citizens’ Oversight Committee to ensure that the funds are spent as specified. The bonds shall bear or accrue interest at a rate not to exceed the legal maximum. The bonds shall mature and be paid no later than forty (40) years following their date of issuance. This Measure requires a fifty-five percent (55%) vote for passage.
