I would be widower today without Dr. Mark Phelps, Medical Director of the Clinic. He has a photographic memory and is best diagnostician I have ever met. The friction between the senior administration of the District and the Clinic is unfortunate. The principal reason for the friction is a classic case of the tail wagging the dog. The administration should only exist to facilitate care providers and technicians in performing their duties. The administration seems to think care providers and technicians exist to enhance its position. The relationship between the administration and the care providers and technicians needs improvement. District staff feels that the administration often makes arbitrary and capricious decisions, which are inherently unfair, or makes no decision in a situation that requires resolution for the smooth functioning of the District. The District needs a credible employee grievance procedure to keep disputes out of the hallways. A public member should be included on the grievance committee. If a credible grievance procedure were established, the Board's role in the personnel area could be limited to adopting general personnel policies and the hiring, periodic evaluation and firing of senior members of the District administration. |
