Stop crisis management approach of budget issues.Balancing a budget is more than just making sure that the numbers add up. It is balancing the available funds with the public need. A balanced budget is essential. But I believe the fixes needed to the county budget must go much deeper than just the 10% across the board cuts or a knee-jerk cutting of services and laying off of front line service employees. I also believe it is not a productive approach to simply pick apart individual programs off Power Point presentations during BOS meetings. We need to get inside the budget and see how the money is being used, and what our priorities are. We need to identify expenses that are actually aiding in cost-avoidance or that are prevention programs, which, in reality, lower costs in other areas. We need to identify and preserve line items which leverage revenues or other programs. I do not believe the answer is a quick-fix by trying to grab retirement system money. And most assuredly, I promise that if any adjustments need to be made, they will be out-in-the-open, meet-and-confer type solutions. |
