To improve the quality of education, shall Chatom Union School District be authorized to construct a community center/gym/multipurpose room, modernize outdated school facilities and infrastructure, convert classrooms at Mountain View School for program expansion, upgrade health and safety systems to meet current standards, and improve student access to computers and modern technology by issuing $5,000,000 in bonds, within legal interest rates, with annual audits and a citizens' oversight committee and NO money for salaries?
A "Yes" vote by at least fifty-five percent (55%) of the voters voting on this measure will authorize the governing Board of the Chatom Union School District to issue and sell bonds in the amount of Five Million Dollars ($5,000,000.00) and bearing interest at a rate not to exceed the limit established by law. The bonds will constitute a general obligation of the school district and a tax will be levied annually upon the taxable property within the school district sufficient to pay the annual interest on the bonds and such part of the principal as will fall due in the succeeding year. The estimate of the highest tax rate to fund the bond issue is Thirty Dollars ($30.00) per One Hundred Thousand Dollars ($100,000.00) of assessed value. The money raised by sale of the bonds can only be used for the purposes financing construction, reconstruction, rehabilitation of schools and/or the furnishing or equipping of school facilities and may be used for lease or acquisition of real property for school facilities. The funds raised may also be used for construction management by district personnel but not for teacher or administrative salaries. A "No" vote on this measure is a vote against authorizing the governing Board of the Chatom Union School District to issue and sell said bonds. A "Yes" vote on this measure is a vote to authorize the governing Board of the Chatom Union School District to issue and sell said bonds as specified above. This analysis is prepared and submitted to the voters in accordance with Section 9500 of the California Elections Code.
