Shall the initiative ordinance of the People of Arcadia amending the Arcadia General Plan to specify a goal of prohibiting signs not commensurate with commercial uses as determined by the Municipal Code (such as off premise advertising sign boards or rooftop signs, or animated signs), and to restrict signs in the areas zoned as mixed use, horse racing, or special use to sign types specifically permitted in commercial zones, be approved?
Measure N would amend the Arcadia General Plan to generally limit signage proposed in areas zoned as mixed use, horse racing, and special use to only those sign types permitted by the Arcadia Municipal Code in those land use zones designated "commercial," as described above. For example, if a sign type is prohibited in all of the commercial land use zones, then that sign type also would be prohibited in any area zoned as mixed use, horse racing, and special use. Measure N would also amend the General Plan to provide that it is a goal of the City to prohibit off-premise advertising rooftop signs, animated signs, and off-premise advertising sign boards. Finally, Measure N would amend the General Plan to require that all specific plans and development agreements between the City and a developer conform to the Arcadia Municipal Code sign ordinances in effect at the time a specific plan or development agreement is adopted. Measure N would not prohibit the City from amending from time to time the Arcadia Municipal Code to change or expand the designated "commercial" zones, the type of uses permitted in each "commercial" zone and the types of signs allowed in any one or more of the "commercial" zones. Measure N might have the effect, among others, of prohibiting certain types of signs that might have merit for the mixed use, horse racing or special use zones, but which do not fit in with other "commercial" zones in the City. For example, the City has historically permitted signage at the Westfield Shoppingtown Mall, due to its special nature and particular needs, which was not permitted in its zone designation (C-2 with a height overlay) or in other "commercial" zones in the City. Measure N would no longer permit this approach in the mixed use, horse racing or special use zones. No fiscal analysis of Measure N has been performed by the City. If approved, Measure N may not be changed except upon subsequent approval by Arcadia's voters. A "yes" vote is a vote in favor of amending the Arcadia General Plan to restrict types of signs in mixed use, horse racing, and special use zones. A "no" vote is a vote not to amend the Arcadia General Plan to restrict types of signs in mixed use, horse racing, and special use zones.
