A short biography about Carole Rogers, R.N.
I am a native Californian, born and raised in the East Bay area. My father was an oil worker at Shell Oil in Martinez, CA. I graduated from the local high school and attended Diablo Valley and Contra Costa Colleges where I earned my Registered Nurse degree. From there, I graduated from San Francisco State and obtained my Masters Degree in Public Health at U.C. Berkeley.

I am married to Mark Rogers and we have three children and three grandchildren. Mark and I have owned and operated Keystone Security and Transbay Locksmiths for over 20 years, formerly located in San Leandro, now in Castro Valley. I have a Locksmith license and a Qualified Operator license (for the burglar alarm company)with the state Department of Consumer Affairs. My husband and I are participating members of the San Leandro Rotary Club. This club has an outstanding record of community service and international projects.

I have worked as a nurse for 34 years in different capacities. While in college, I worked for Contra Costa County Hospital, Martinez, as a bedside nurse. I was also the founder and Executive Director for the Mt. Diablo Free Clinic. When I graduated from college, I went to work for Mt. Diablo Hospital as Education Dept. Director. As a student intern at Mt. Diablo Hospital while attending UC Berkeley, I staffed the Mt. Diablo Hospital District Board of Directors, and became knowledgeable about hospital district issues.

Sunne Wright McPeak (as County Supervisor) appointed me to the Contra Costa County Human Services Commission when it was first organized when we were involved in the planning for the future of the county's health care system including expansion of the County Hospital.

I was then asked to work for Contra Costa County again in the role of Executive Director of the County's newly formed HMO and brought it to operational status after filing for licensure with the US Dept. of HHS.

I accepted a Fellowship in HMO Management offered by the U.S. Department of Human and Health Services at Georgetown University in Washington D.C. After graduation, I went to work as the CEO of both Mt. Diablo IPA and Contra Costa Health Providers organizing physicians as Independent Medical Groups contracting with HMO's. I have also worked with the Daughters of Charity and the Mercy Healthcare System, helping to develop managed care policy. I wrote the concept paper and helped to develop the Pacific Health Alliance, a consortium of bay area hospitals.

Until five years ago, I was a free lance consultant in the health care industry working mainly for physician organizations in the area of managed care policy, as well as managing the family's security business.

In 2001 I went back to work in acute care/ bedside nursing at San Leandro Hospital, working as a Staff Nurse. As a Rotarian/Nurse, I have participated in several Rotary volunteer projects in Zimbabwe &Ghana, Africa; and Guatemala and Costa Rica, Central America. I wrote a grant to the Rotary Foundation that brought 80 water wells to undeveloped areas of Ghana, and volunteered there as a nurse for one month. I helped immunize children for polio in rural areas of Ghana several times.

Last year, I volunteered as a nurse for California Nurses Association and went to the Houston Astrodome for two weeks, helping the victims of Hurricane Katrina.

I worked on the campaign to bring Proposition 89 (Campaign Finance Reform) to the November 2006 ballot, with C.N.A.

I have always been a visionary in the health care industry, looking towards the future. I support a single payer health care system, and universal health care coverage for all Californians. I would like to serve my community and bring my past experiences to the Hospital District and help to forge a policy that will fix our broken health care system.
