San Clemente transportation issues should be address in the larger context of South Orange County in general.Long-term transportation issues cannot be addressed without considering the larger view of Orange County's transportation needs in general. Creating a partnership between business and community so that the travel time to and from work is minimized, is generally viewed by urban planners as the long term solution. Mixed-use communities (business and residential) master planned to allow residents to work closer to home, complemented by a light rail system with coordinated shuttle buses will create a system which will reduce traffic and have low impact on the environment. Clearly this plan calls for an urban planning change over a two decade time frame. 20 years is a short period to time to create an efficient transportation system. The quickest and most practical would be electric fuel cell powered light rail, possibility built along freeway medians, which could be accomplished with minimal land acquisition requirements. The automobile industry is developing fuel cell power that is completely non-polluting. They are grappling with the lead battery weight and disposal issues, but, those issues will be resolved. |
