Arguments For Measure J |
We urge a "yes" vote on ADVISORY measure J, which at this time merely indicates your interest and support for the County to begin the research associated with the potential formationof a new Antelope Valley Flood Control District.
Our Valley has long endured regional drainage inadequacies and localized flood' damages, because we lack a coordinated regional flood control agency. These issues persist and will likely worsen as the population and development increase in our Valley. Should this advisory measure pass, the County would complete an Engineer's Report that would identify proposed flood control facilities, drainage benefits to each parcel, and the annual assessment to each property owner, currently estimated to be an average of $150-$200 per lot. This Report would take approximately three years to complete and culminate in a future Prop 218 vote by all property owners before a new District would be formed. The new District would be separate and a distinct agency with its own governing board. These costs assume an aggressive work plan to construct a valleywide network of drainage conveyances and storm water detention facilities. Actual costs could fluctuate as the details of the Antelope Valley regional plan are finalized. Federal and State Grants could further reduce the financial impacts to Antelope Valley residents. Now is the time to shape the future of the Antelope Valley. A coordinated' planning and engineering effort now will lay the foundation for the future and provide a cost-effective means of preventing the flooding problems we have experienced. We believe a "yes" vote on the measure will put us on the right. track towards assuring regional flood control. We urge your "yes" vote on measure J.
