Shall a new Article XIV be added to require that all boards and commissions be created by an ordinance, which outlines the powers and duties, the appointment and removal of members, and meetings, and further replace and repeal other unnecessary enabling language in Article XIV, Section 1, Article XV, Section 1, and Article XVI, Section 1 relating to the formation of the parks commission, planning commission, and social service commission?
The amendment proposes to remove reference to specific commissions, except for the civil service commission, and instead include a general provision to address the creation of all commissions in the City by an ordinance, not just social service commission, city planning commission and parks commission. Further, such ordinance will outline the powers and duties of the commissions, and their process for the appointment and removal of members. Finally, the amendment adds a requirement that the meetings of all commissions be conducted consistent with the applicable sections of state law (open meetings law).

Arguments For Measure CharterAmendment-20 |
This amendment does not propose to eliminate any existing board or commission in the City. In fact, it proposes to establish balance amongst all boards and commissions by removing the three references in the Charter that provide for discretionary provisions to create those commissions should council choose. It also establishes a requirement for the Council to include the specific terms of office and powers and duties of boards and commissions.
