Shall Article VI, Section 1 of the Charter of the City of Glendale be amended to remove obsolete language and to provide that each candidate for member of the City Council shall be a qualified elector pursuant to state law?
As proposed, the Charter will require persons to be a qualified elector of the City pursuant to state law. This change will bring the residency requirement into conformity with the latest California Supreme Court ruling on this subject.

Arguments For Measure CharterAmendment-04 |
The present Charter requires one year of residence in the City of Glendale for council candidates. This amendment
will bring the Charter into conformity with a Supreme Court decision which invalidates our Charter provision.
Under the change, the residency requirement for council eligibility will be that which is mandated by state law. It is
important that the City Charter be a valid document upon which citizens may rely.
