Gale Morgan has held an interest in politics for many years. In 1972, the voting age was changed to 18. Gale turned 18, voted, and worked on an election board in Gresham Oregon that year. In 1986, Gale Morgan came to California to take work related class. Five months later the Morgans made Sacramento their permanent home. After moving to Sacramento, Gale found the Libertarian Party more closely aligned with his personal beliefs than the Republican Party, so he registered as a Libertarian. After 20 years in the electrical trade, Gale was injured on a job and has gone back to college to study computers at American River Community College. While enrolled, Gale accepted a concurrent position as an Instructional Assistant in the MESA program.

As an electrician, Gale Morgan understands the separate rolls of `generation' and `distribution' of electricity. California electric prices should be among the cheapest in the nation. A partially deregulated system is bound for failure. Success requires either full regulation or no regulation. The two major electric utilities that floundered economically only did so because the wholesale price was allowed to rise above the retail price cap.

As a student and an Instructional Assistant, Gale Morgan understands the advantage of programs like MESA/CCP and Beacon. Most school boards find it difficult to manage their budget when the state and federal government are controlling the vast majority of the money. The instructors and local administrators are more knowledgeable about their schools than those who reside in the Department of Education.
