1. What does California need to do to address the current budget crisis?

Answer from John J. Benoit:
Begin by passing Gov. Schwarzenegger's Prop. 57 and 58, the Economic Recover and Balanced Budget Acts. Both must pass for either to take affect. These two measures taken together say "Never Again" to deficit budgets, create a "Rainy Day" state budget reserve, and refinance the "Davis Deficit" to allow a no new taxes, soft landing recovery from the abuses of the past five years.
