1. What does California need to do to address the current budget crisis?

Answer from Gladys O. Miller:
It needs to cut back on spending. The cuts are going to be deep and not pleasant. The people of this state cannot continue to be taxed to make up for the overspending by the Legislature. They have families of their own to provide for. Californians pay more in federal, state and local taxes then they spend on food and clothing.

2. What should the state's priorities be for K-12 education? For the Community College System?

Answer from Gladys O. Miller:
The educational system needs to be brought back down to the local level with parents, teachers, business people and community leaders working together so that the children and young people can get the best education which starts with reading, writing and math. This prepares for the future and those who graduate will be able to function and pursue the career they want. I am also in favor of bringing into the district a vocational school for those who are unable or unwilling to go to college.

3. What measures would you support to address California's water needs?

Answer from Gladys O. Miller:
Install catch basins on the L.A. River which dumps millions of gallons of water every wet season and with these catch basins installed all over the state, the supply of water should be greatly increased 2-3 fold over it's normal supply. Satellite technology, which is used to look for oil and minerial deposits ie.: ASAT that possibly increases better possible information on water supply sources. Desalinizing plants while seemingly useful, would be impractical unless each one produces 1-2 billions gallons of water per day (drinkable). Cloud seeding during summer nights produces flash flood conditions in areas where clouds basically congregate (N.E. & North of S. Calif. Basin) therefore giving a greater source of water for agriculture use.
Have Property Owners and Renters receive some kind of tax break as an incentive to reduce their water usage.

4. What should the Legislature be doing to address the needs of Californians without health insurance?

Answer from Gladys O. Miller:
I have found that a lot of people here in California choose not to purchase health insurance. They budget their money for other things. It is not up to government to provide health insurance. A medical saving plan would be one idea where people could open an account like a saving account at a bank and put money away each pay period (tax deferred). I would like to talk with others who have ideas on what other options could be offered to people.
