This measure would amend Sections 502b(3) and 502b(4) to limit the unclassified status of persons employed for professional, scientific, technical, expert services, or associated services on a temporary basis for a specific project to three consecutive years and to delete part-time physicians from the unclassified service.

Currently, persons who have been employed to provide temporary professional and technical services for a specific project are part of the "unclassified service." They are therefore exempt from the civil service rules and processes. The measure provides that if a temporary unclassified employee has been employed in that capacity for three consecutive years, the position shall become part of the classified service. The classified service is an orderly system for addressing the employment of the vast majority of county employees, and it is appropriate for employees whose status has switched from temporary to permanent should be part of this system. If a person has been serving as a temporary employee for three consecutive years, their position should not be exempted from classification on the basis of temporariness. In addition, the measure would delete part time physicians from the unclassified service, as there is no reason to exclude these employees from the county's classified employment system.
